Born in the village Andreyevka of Andreyevsky District, Taldy-Kurgan Oblast. Graduated from Tomsk State University in Finances and Credits, and from the Academy of National Economy under the Government of the Russian Federation in Production Management and Organization. In 1996 worked in the company Consultant and Co as a Deputy Director General in expertise and consulting. In 1999-2001 - Director General of the company Consultant. Since 2001 - Director General of Tomsk Regional Energy Safety Committee.
