OF THE EMBLEM AND FLAG OF TOMSK OBLAST
Item 1. This law establishes symbols of Tomsk oblast, taking into consideration succession of oblastal historical traditions, it also establishes description of these symbols and way of their presentation.
Item 2. Tomsk oblast has its own emblem and flag, which are the symbols of society-historical and state-administrative status of Tomsk oblast.
Item 3. The grand emblem of Tomsk oblast represents French shield in the ratio of sides of 9:8, with the green field. Inside the shield there is a riding rightwards silver horse with red eyes and tongue. The shield is crowned with the big empire crown and surrounded by golden oak branches, weave with a ribbon, which had colors of Tomsk oblast flag (appendix 1).
Item 4. The small emblem of Tomsk oblast represents French with the green field. Inside the shield there is a riding rightwards silver horse with red eyes and tongue. The shield is crowned with the big empire crown.
The shield is crowned with the big empire crown. It is possible to represent the small emblem without big empire crown (appendix 2).
Item 5. Emblems of municipal unions of Tomsk oblast have a right to have so called free area (it is quadrangular area, bordering from the insight to the edge of the emblem shield, as a rule, to its right top corner) with the image of a riding rightwards silver horse with red eyes and tongue. The emblem of the oblast center - Tomsk is an exclusion.
Item 6. It is possible to present the emblem in black and white colors. In this image the green field of the shield should be painted by the diagonal lines to the right heraldic (left from a viewer).
Item 7. The image of the Tomsk oblast emblem is represented on:
Letterheads of the State Duma of Tomsk oblast, The Control Chamber, Administration of Tomsk oblast and its structure sub-units;
Official buildings fronts of the State Duma of Tomsk oblast and Administration of Tomsk oblast;
Bonds and securities, issued by Administration of Tomsk oblast;
Official periodicals of the State Duma of Tomsk oblast and Administration of Tomsk oblast;
In the session halls of the State Duma of Tomsk oblast, Administration of Tomsk oblast, local governments of municipal unions of Tomsk oblast;
In the session halls of Justice of the Peace;
In the rooms of the Chairmen of the State Duma, the Governor of Tomsk oblast and their deputies;
In the halls of officinal delegation meetings;
In the halls of airports, auto, railway and river stations, on the basic border indicators of Tomsk oblast;
On the service certificate of deputies of the State Duma of Tomsk oblast, the Governor of Tomsk oblast, officials of Tomsk oblast and peace judges;
On decorations of Tomsk oblast and breastplate of honorary title of Tomsk oblast; The image of the emblem of Tomsk oblast can be represented on:
Letterheads, official periodicals of the election committee of Tomsk oblast, in its conference halls as well;
Local government building fronts and in offices of heads of municipal unions of Tomsk oblast.
Item 8. Other occasions of official emblem representing are determined by the State Duma of Tomsk oblast.
Item 9. Any image of the Tomsk oblast emblem regardless of its size should always correspond to its heraldic description, established in this law, taking into account common heraldic rules.
The way of printing, using and termination of letterheads and stamps with the image of Tomsk oblast emblem is established by an order of the Governor of Tomsk oblast.
Item 10. The using of the image of Tomsk oblast emblem in commercial or other goals is regulated by the order, approved by the Governor of Tomsk oblast.
Item 11. The flag of Tomsk oblast is a white, rectangular width in the ratio of sides of 2:3. There is an image of the emblem of Tomsk oblast in the center of the width with the size of 1/3 of the width square (appendix 3).
Back side of the flag mirrors its front side.
Item 12. The flag of Tomsk oblast is placed on:
Official buildings of the State Duma of Tomsk oblast, Administration of Tomsk oblast and its structure department, local government and municipal unions buildings; In the session halls of the State Duma of Tomsk oblast, Administration of Tomsk oblast;
In the rooms of the Chairmen of the State Duma, the Governor of Tomsk oblast and their deputies;
In the session halls of the local governments of municipal unions of Tomsk oblast;
In the halls of officinal delegation meetings;
The flag of Tomsk oblast can be placed in:
Rooms of the Chairmen of the election committee of Tomsk oblast, heads of the municipal unions of Tomsk oblast;
Rooms for election in the election day of Tomsk oblastal referendum and in the day of election of the State Duma deputies, the Governor of Tomsk oblast;
On the building of enterprises, none-state organizations, private living houses during the holidays and memorial days;
On ships which a name of Tomsk;
On ships of inner waters, where there are the Chairmen of the State Duma the Governor of Tomsk oblast other official persons, representing the State Duma and Administration of Tomsk oblast.
Item 13. The flag of Tomsk oblast can be hoisted during ceremonies, organizing by the bodies of the state authority of Tomsk oblast, local governments, enterprises, organizations, no matter what type of property.
Item 14. During simultaneous hoisting of Tomsk oblast flag and state flag of Russian Federation, size of Tomsk oblast flag should not be more than a size of the state flag of Russian Federation and Tomsk flag should be placed on the right side from Russian Federation flag (from a viewer side).
Item 15. As a token of mourning, according to an order of the Governor of Tomsk oblast, flag of Tomsk oblast can be lowered till the half of the flagstaff length or a black ribbon with free ends furled on the top of the flagstaff. The whole length of the ribbon must be equals to the length of the flag.
Item 16. The using of the flag of Tomsk oblast and its image in commercial is regulated by the order, approved by the Governor of Tomsk oblast.
Item 17. Using of the emblem, flag of Tomsk oblast and their images breaking this law and determined rules:
Is punished by an administrative fine, imposed on citizens at the rate of from tree to five low limit salary level, on officials and juridical persons at the rate of five to ten low limit salary level.
Item 18. Outrage upon emblem and flag of Tomsk oblast:
Is punished by a administrative fine, imposed on citizens, officials and juridical persons at the rate of ten to twenty low limit salary level.
Item 19. The present law come into force since the time of its officinal publishing.
The control of its maintaining is exercised by the commission of symbols of Tomsk oblast. The regulation of its activity, commission staff are approved by the State Duma of Tomsk oblast.
Item 20. To establish that reproducing of the emblem of Tomsk oblast on letterheads of state authority bodies are obligatory since 1 of June 1998.
