RULES
of the journalists accreditation
in the State Duma of Tomsk oblast


I. THE GENERAL CONSIDERATIONS


1. Accreditation of the journalists of the media in the State Duma of Tomsk oblast (further - Duma) is carried out by the division of public relations and the information policy of the State Duma of Tomsk oblast apparatus for purposes:

the wide, operational and free propagation of an objective information about the activity of the State Duma of Tomsk oblast;

the organization of the accredited journalists work in order, providedby the legislation.

2. Accreditation is achieved in accordance with the law of the Russian Federation"About the media", other the regulations of the State Duma of Tomsk oblast, present rules and other standard acts of the State Duma of Tomsk oblast, concerned an activity of journalists in the Duma.

II. FORMS OF THE ACCREDITATION


A Parliamentary correspondent

3. Accreditation as a parliamentary correspondent in the state Duma of Tomsk oblast is organized for journalists, who constantly cover Duma, with a period for one year in accordance with the subject editorial staff media outlet by claim.

4. To parliamentary correspondents are given a certification on the form accordingly to the application of № 1.

5. The "parliamentary correspondent" certification gives a rightto enter to the meeting hall of the State Duma of Tomsk oblast.

6. Management of a media or a journalist himself are obliged to notify the head of the public relations and information policy division of the staff of the State Duma of Tomsk oblast during seven days in written form about the loss, the theft, the spoiling of a certification of "parliamentary correspondent". In this case, this journalist is deprived of right to obtaining of certification "parliamentary correspondent" till the end of the year and can use only accreditation card to bearer, which is given out to media staff.

Accreditation to bearer.

7. Editorial staff of media can be accredited in the State Duma of Tomskoblast, by obtaining accreditation cards to bearer on the form according to the application of № 2. Accreditation cards to the bearer are given to editorial staff for concrete work of covering of the State Duma work.
Accreditation cards to bearer are certified by a signature of a Head of the staff of the State Duma of Tomsk oblast and by the stamp.

8. Accreditation cards to bearer are given by the public relations and information policy division of the staff of the State Duma on the basis of written claims, handed by media editorial staff to the Duma for a period up to one year.

9. Accreditation cards to bearer can be given to media editorial staffs, which have parliamentary correspondents in the Duma.
Electronic media are given accreditation cards to bearer for their operating personnel. These cards to the bearer give them a right of carrying in and extension of the sound-recording, and illuminating equipment, video and photo cameras into the meeting hall of the State Duma of Tomsk oblast.

10. The managers of accreditation cards to bearer are the head editor of editorial staff media and the authorized deputies of the head editor, who are responsible for keeping of the cards. On a demand of a head of the public relations and information policy division of the staff of State Duma they are obligated to inform about a person from the editorial staff, who have accreditation cards to bearer and when these cards have been given out. A lost accreditation card to the bearer is annulled and a question about the restoration of accreditation is examined in the routine.

III. ORDER OF THE ACCREDITATION


11. The division of public relations and information policy of the staff of the State Duma in advance informs media editorial staffs about the rules and periods of the accreditation and reaccreditation in the State Duma of Tomsk oblast.
Claim for accreditation as the parliamentary correspondent will be given in the division of public relation and information policy of the staff of the State Dumas on the official form of a media editorial staff signed by a head of editorial staff, stamped, together with the copy of the state registration of a media in Roskompechat (for the newly founded and for the first time accredited media), with a copy of a broadcasting license for electronic media, two photographs (3x4 cm) of each journalist and with the last issues of their edition (for printed media). In the claim it is necessary to indicate: the whole name of media, its founder or publisher, regulation tasks, quantity of edition, periodicity, the location of media editorial staff, the oblast of distribution, post address (including index), the number of working telephones and fax; full surname, name, the patronymic of a journalist, his official or constant pseudonym, the held post, the year of birth, domestic address, domestic and working telephones.

12. Claim for accreditation, which does not contain need information or a copy of the media state registration, photographs of a journalist, filled card form and last issues of a newspaper, does not allow to examination.

13. Claim for accreditation is taken in the original form. Certification of each accredited journalist personally is given to each parliamentary correspondent, accreditation cards to bearer are given to a representative of media editorial staff. It is noted in the book of the calculation of accreditation documents.

14. The head of the State Duma staff makes a decision about the accreditation on the basis of a claim, filled by a journalist, stock-taking card and recommendation of the head of the division of public relations and information policy of the staff of the State Duma during ten days from the day of the claim obtaining.

15. The division of public relations and information policy of the staff of the State Duma has a right to refuse in the accreditation to specific media: advertising, reference, erotic and the like.

16. In accordance with the law of the Russian Federation "About the mass media" journalist can be deprived of accreditation, if he or his editorial staff disrupted the requirements of the present rules or he spread an information, not corresponding to reality and blacken the State Duma of Tomsk oblast, honor and merit of its deputies, that confirmed by the Court decision.

17 The head of the public relation and information policy division of the Dumas staff has a right to introduce a recommendation to the head of the Duma staff about the annulment of media accreditation. It is for media, that ended or stopped its activity, and also did not cover the activity of the State Duma of Tomsk oblast for half-year from the moment of the accreditation.

18. In case of journalist release or opinion of his accreditation on the solutionof media management, this must be reported to the public relation and information policy division of the staff of the State Duma. After that the accreditation of this journalist as the parliamentary correspondent ceases. Media editorial staff has a right to accredit its other colleague to the free place after return the of previously given accreditation certification to the public relation and information policy division of the staff of the State Duma.

19. Persons, who monitor the requirements of the admission regime and also carrying out guarding functions in the State Duma building, have a right to withdraw a certification of "parliamentary correspondent" and an accreditation card to bearer in cases of the end of their period of action, replacement of certifications and cards data, deprivation of accreditation.

IV. RIGHTS AND RESPONSIBILITIES OF ACCREDITED JOURNALISTS.


20. Accredited journalists have right to:
a) work during taking of open measures of the State Duma of Tomsk oblast;
b) attend sessions of the committees and commissions of the State Duma of Tomsk oblast, subdivisions of the State Duma staff. Journalists attend the sessions of the committee and commissions of the State Duma of Tomsk oblast by authorization of their heads;
c) obtain the necessary information from colleagues of the public relations and information policy division of the State Duma staff, including briefings, meetings, press-conferences, which are specially organized by the public relations and information policy division of the State Duma staff;
d) use video- and photographic materials of the public relations and information policy division of the State Duma staff in the routine;
e) use the public relations and information policy division of the State Duma staff assistance in the organization of encounters, conversations with the Chairman of the State Duma of Tomsk oblast, his deputies, deputies of the Duma, heads of the Dumas staff and its structural subdivisions.

21. The accredited journalists are obliged to:
a) respect the right, legal interests, honor and the merit of the Deputies of the State Duma of Tomsk oblast and workers of its staff, during the realization of the professional activity;
b) obey the universal standards of journalistic ethics;
c) inform the readers, viewers and radio listeners about the activity of the State Duma of Tomsk oblast thoroughly and objectively;
d) not use their professional possibilities for purposes of information concealment or the falsification of publicly significant information, propagation of the rumors under the guise of veracious accounts, collection of information in favor of an outside person or organization, which is not belong to the media;
e) not use their rights in the propagation of information for the purpose to defame the deputies of the State Duma of Tomsk oblast and workers of its staff according to the signs of sex, age, racial or national affiliation, language, relation to the religion, professions, places of residence and work, or in connection with their political conviction;
f) not disrupt order and the standards of behavior in the meeting hallsthe State Duma of Tomsk oblast;
g) produce accreditation certification of "parliamentary correspondent" or accreditation card to bearer together with the editorial certification when entering (outputting) to the meeting hall of the State Duma
Tomsk oblast, on request during the realization of the professionalactivity.

V. THE PERIODS OF THE RULES VALIDITY.


22. Present rules come into force from the date of their approval.
