The 28th session of the Legislative Duma of the Tomsk Oblast of the 5th convocation took place on February 27. The session was broadcast online. The agenda of the session and the bills submitted for consideration by the deputies were published on the Duma website beforehand.
Oksana Kozlovskaya, Duma Speaker opened the session with her traditional address to the deputies.
Summary of the Speaker’s speech
SUPPORT FOR FARMERS
The deputies continue their efforts to improve the mechanisms of government support for private farms. At this session they looked at ways to help private farmers obtain subsidies for artificial insemination of cows. The existing cost compensation mechanism in this area lacks efficiency and transparency for individuals applying for subsidies.
The improvement lies in selecting providers of such services through tenders and awarding them contracts with local governments. That will ensure compliance with Federal Law No. 44-FZ On the system of public procurement contracts for products, work or services for state and municipal needs.
By introducing this mechanism the Duma expects to increase the number of artificially inseminated cows on private farms by 36% (at least 600 heads) in 2014 vs 2013.
The law also provides incentives for people who provide such services as cattle numbers gradually go down on private farms.
Unspent subsidies for the promotion of physical education and popular sports will now be transferred back to the donor budget. Pursuant to the updated Article 242 of the Russian Budget Code, interbudgetary transfers in the form of subsidies, subventions and other earmarked transfers, unused in the current fiscal year, shall be returned to the revenues of the donor budget. The deputies made respective amendments to the Oblast law On granting subsidies to the local budgets to provide conditions for development of physical education and popular sports. That ensures that the subsidies allocated from the regional budget, which were not spent in the current year, will be returned. At the same time, it does not mean that this money will vanish. The Budget Code expressly states that municipal entities can have this money back if they confirm their need for it.
Control over the intended use of the subventions will be exercised by the external and internal financial control authorities such as the Chamber of Audit and Accounts of Tomsk Oblast and the Financial Control Committee of Tomsk Oblast.
Head of the Tomsk Oblast Office of the Russian Ministry of Internal Affairs Igor Mitrofanov presented a report on the Office’s performance in 2013. The deputies asked quite a few questions.
Igor Mitrofanov reported on the status of crime prevention and control actions, road traffic safety measures, organizational actions to ensure economic security and fight corruption, status of cases solved and under investigation.
A medal For Special Achievements in Education can be established in Tomsk soon. At this session the deputies unanimously approved the bill about the new award and made respective amendments to the Oblast law On education. The authority to establish a gold and a silver medal For Special Achievements in Education for graduates of educational institutions in Tomsk Oblast is now vested with the Oblast Administration.
The Oblast deputies established awards of the Legislative Duma of Tomsk Oblast For Enthusiasm in Promotion of Culture. The new awards were proposed by the Duma Council.
At the January session Oksana Kozlovskaya put forward a proposal to consider new culture awards. The deputies on the Labor and Social Policy Committee reviewed and supported the draft resolution to establish new award regulations. There will be four 50,000 ruble awards and one 100,000 ruble award. The awards are not limited in time. They will be paid from the budget of the Legislative Duma of Tomsk Oblast.
The awards will be given to individuals for a significant personal contribution to education, moral and patriotic upbringing of the people of Tomsk Oblast; development of personal culture; and special achievements beyond their regular profession which set an example of selflessness, moral courage, adherence to cause and ideals.
ACTION PLAN 2014 ADOPTED
The deputies adopted the 2014 Duma legislation plan. The plan was developed on the basis of proposals by the Duma’s entities holding the right of legislation initiative and takes into account recommendations by the Duma Committees. The deputies resolved that the Duma Committees plan their work in accordance with the approved action plan and the 2014 legislation plan of the Tomsk Oblast Administration and other executive authorities of Tomsk Oblast.
