Budget


The budget authorities of the State Duma of Tomsk Oblast
The State Duma of Tomsk Oblast:
- establishes the procedure of drawing up and consideration of the draft budget of Tomsk Oblast, its approval and performance, control over performance and approval of the budget performance report;
- considers and approves the budget of Tomsk Oblast and the budget performance report;
- exercises control over performance of the Tomsk Oblast budget;
- imposes regional taxes and duties, lays down rates, establishes the procedure of and due dates for tax payment, grants tax concessions;
- establishes standards for deductions to budgets of municipal formations on federal and (or) regional taxes and duties;
- establishes the procedure and conditions for extending budget loans and interbudgetary transfers;
- establishes the maximum issue volume for Tomsk Oblast state securities;
- establishes expenditure liabilities of Tomsk Oblast by means of passing laws of Tomsk Oblast;
- establishes the responsibility for infringements of Tomsk Oblast budgetary legislation;
- exercises other budgetary authorities determined by the legislation of the Russian Federation and Tomsk Oblast.

Consideration and Approval of the Regional Budget
A bill on the regional budget for the next financial year is introduced in the State Duma of Tomsk Oblast by the Governor of Tomsk Oblast.
Public hearings of the regional budget bill are held on the initiative of the State Duma of Tomsk Oblast.
The regional budget bill is considered by the State Duma of Tomsk Oblast in two readings.

When the regional budget bill is considered in the first reading, the subject-matter of discussions are the conception of the regional budget bill, the forecast for the social and economic development of Tomsk Oblast for the next financial year, the main trends of budgetary and tax policies for the next financial year.

Since the day of passing the bill in the first reading, it is considered as the basic document and is forwarded to the conciliation commission to prepare it for review in the second reading. The conciliation commission is formed by the State Duma of Tomsk Oblast and consists of the representatives of the State Duma of Tomsk Oblast and the Administration of Tomsk Oblast. The conciliation commission reviews each article of the regional budget bill. When prepared by the conciliation commission, the regional budget bill is introduced by the conciliation commission in the State Duma of Tomsk Oblast for the second reading.

The State Duma of Tomsk Oblast considers the regional budget bill for the next financial year, prepared by the conciliation commission, and passes the law about the regional budget for the next financial year. When the law on the regional budget is passed in the second reading, the text of the law and its supplements are approved.

The law on the regional budget for the next financial year passed by the State Duma of Tomsk Oblast is forwarded to the Governor of Tomsk Oblast for signature and promulgation.

Control over the Regional Budget Performance Exercised by the State Duma of Tomsk Oblast
The State Duma of Tomsk Oblast considers the quarterly information, semiannual and annual accounts of the regional budget performance presented by the Governor of Tomsk Oblast.

The State Duma of Tomsk Oblast is entitled to:
- request and obtain from the executive authorities of Tomsk Oblast and local authorities the necessary information related to the performance of the regional budget and budgets of municipal formations;
- charge the Control Chamber of the State Duma of Tomsk Oblast with control over the regional budget performance and use of budgetary funds;
- exercise other rights in compliance with the federal and regional legislation.

Consideration of the Report on the Regional Budget Performance over the Previous Year by the State Duma of Tomsk Oblast
After the Governor of Tomsk Oblast submits the regional budget performance report to the State Duma of Tomsk Oblast, the Control Chamber of the State Duma of Tomsk Oblast conducts an exterior checkup of the report.
The State Duma of Tomsk Oblast considers the regional budget performance report after it has received a resolution of the Control Chamber of the State Duma of Tomsk Oblast about the results of the report checkup.

Following the results of the consideration of the regional budget performance report and the resolution of the Control Chamber of the State Duma of Tomsk Oblast, the State Duma of Tomsk Oblast takes one of the following decisions:
- to approve the regional budget performance report;
- to reject the regional budget performance report.

The Control Chamber of the State Duma of Tomsk Oblast
Is formed as a body of the state financial control by the decision of the State Duma of Tomsk Oblast and is accountable to it.

Aims of the Control Chamber:
- to optimize the budgetary process in Tomsk Oblast;
- to rule out cases of infringement of the budgetary legislation of the Russian Federation and Tomsk Oblast;
- to rule out cases of misapplication and ineffective use of the regional budget funds.

Objectives of the Control Chamber:
- to organize and exercise control over timely performance of the regional budget revenues and supplies;
-to evaluate effectiveness and expediency of expenditures of regional state funds and use of the property of the Oblast;
- to evaluate relevance of revenues and supplies in the regional budget drafts;
- to perform financial expertise of Tomsk Oblast bills and other drafts of statutory acts by public authorities of Tomsk Oblast which stipulate expenditures covered from the regional budget or influencing the regional budget formation and performance;
- to analyze deviations from activities determined in the regional budget and to prepare suggestions on their elimination as well as on improvement of the budgetary process in Tomsk Oblast;
- to regularly render the account on the process of the regional budget performance and on the results of control and expert-analytical measures to the State Duma of Tomsk Oblast.

The Control Chamber consists of the chairman, the chairman deputy and four auditors.
Supervisory powers of the Control Chamber apply to all state structures, state organizations of Tomsk Oblast, to the local authorities, banks, insurance companies and other profit and nonprofit organizations regardless of the types and forms of ownership, and to other economic entities, if they either receive, transfer and use the regional budget funds, or use the property of the Oblast, or manage it.
