of the Tomsk Oblast State Duma has taken place
The Duma Council introduced 29 questions for consideration of the Session, including 18 bills.
Regional members of the parliament in the first reading approved the amendments to the regional law “On education in Tomsk Oblast”. The main point of amendments is compensation of a part of parental payments to those parents, whose children attend private kindergartens.
Five non-state establishments are operating on the territory of Tomsk Oblast with the total of 322 children. 1,4 million rubles are required from the regional budget on implementation of this bill.
Developers of the bill are sure that the given law will provide equal rights to parents for receipt of indemnification, irrespective of the educational establishment status.
The deputies in two readings introduced amendments to the Law “On measures of social support of separate categories of citizens residing on the territory of Tomsk Oblast”. It will allow distributing measures of social support, stipulated for rehabilitated citizens and persons recognized as suffered from political reprisals, to all citizens of the specified category. Up until now, such a right was given to pensioners and handicapped only. As a result, the number of social support recipients will grow approximately by 200 people. According to Sergey Ilinyh, assistant to the Governor of Tomsk Oblast on social policy, it will not require any additional financing – there is enough means incorporated in the regional budget on implementation of the Law till the end of the year.
Consideration of amendments turned out to be a subject for a serious conversation about the system of social support for citizens.
- “We are adopting good laws to support low income layers of the population and, as a result, it is impossible for a huge number of people to fit these rigid frameworks,” said Oleg Gromov “besides, the population does not have a lot of information. The means appropriated for social support are extremely badly used, including federal means.
S. Ilinyh recognized that the system of support reception is inconvenient and bulky. Therefore, the pilot project on the work of new functional centers is being realized on the territory of oblast within the limits of the administrative reform. Creation of these centers will allow bodies of social security to address directly over there for the information regarding applicants for reception of support, and will allow people to avoid going around different instances in order to get some information. This experience will be spread around the whole territory of oblast at once, as soon as the scheme is completely fulfilled.
Members of the parliament in 2 readings supported changes to the regional law “On the form and procedures of granting measures of social support on provision of housing to veterans, handicapped and families with handicapped children”.
Welfare payment on purchase of premises to WWII participants will be carried out proceeding from the calculation of 22 sq. meters of living space, instead of 18 sq. meters as it was before. The average market cost of one square meter of the total area of housing within the limits of Tomsk Oblast, established by federal enforcement authority, will be considered as well. (As of the IIId quarter of 2008, the cost of one square meter of housing in Tomsk Oblast is established at the rate of 29 200 rubles).
The bill of Tomsk Oblast “On determination of the initial price of an auction piece for the right to conclude the contract on development of the built-up territory in Tomsk Oblast” was approved in the first reading. The bill was represented by A. Gusev, chief of the Department of Construction and Architecture of Tomsk Oblast. The initial price of an auction piece is to be determined by evaluation of the land property located within the borders of the territory, regarding which the decision on development of the built up-territory is made.
A. Gusev called the registered in the law way of evaluation as “the most expedient and simple”, one of the reasons is that the evaluation is to be carried out by professionals.
Stated at the discussion of the committee offers and remarks will be considered at the adoption in the second reading.
The deputies approved in the second reading the Law of Tomsk Oblast “On the innovative activity in Tomsk Oblast”.
This edition is considerably different from the first, adopted by the State Duma of Tomsk Oblast in 1999. In conditions of absence of special federal legislative regulation of the innovative activity, the Law of 1999 was a legal basis of regulation of all processes directed on implementation of the innovative policy in Tomsk Oblast.
It allowed carrying out significant changes in the economy of Tomsk Oblast . The innovative process in the economy has taken an irreversible character which is expressed in constant increase in output of innovative and high-tech production. Basic elements of the innovative infrastructure system are formed. The special economic zone of technical-innovation type is created on the territory of Tomsk; three state universities located in Tomsk became winners of the competitive selection of educational establishments of higher vocational training introducing innovative educational programs.
Adoption of the Law in the new edition is conditioned by the innovative activity which has a complex, interbranch character and it is necessary to define in the Law the degree of participation of Tomsk Oblast authorities in the directed stimulation and regulation of the innovative activity, to establish specific and address measures of state support to the innovative activity.
At the discussion, the deputies introduced amendments of the speaker B. Maltsev, one of which stipulates prioritizing Tomsk enterprises at ordering of innovative types of production. The offer of the deputy A. Kobzev regarding annual financing of the innovative activity development at the rate of one percent from the regional budget is recorded in the protocol.
- “The law on the innovative activity in the new edition considerably expands possibilities of its application and will promote further strengthening of the innovative sector of regional economy,” - pointed out during the discussion A. Kupriyanets, Vice-president of the regional Duma, Head of the Duma fraction “Edinaya Rossiya (United Russia)".
The assembly unanimously approved in the second reading the project of changes to the Law “On turnover of agricultural lands in Tomsk Oblast”.
The bill “On introduction of amendments to the Law of Tomsk Oblast “On specialized available housing of Tomsk Oblast” was adopted in the first reading. The law assumes ascribing recognition of specialized available housing premises as unsuitable for residing, as well as decision-making on inclusion of premises in the specialized available housing or its exclusion from the specified fund, to the scope of authority of the regional administration.
Within the limits of the Governor’s Hour, the deputies listened to the information regarding the practice of application of articles 24.9 (drinking low-alcoholic beverages in public places) and 26.1 (regarding teenagers being outdoors at night without accompaniment of adults) of the Law of Tomsk Oblast “On administrative responsibility for offences encroaching on public order on the territory of Tomsk Oblast”. The information was given by Evgeniy Komarov, acting chief of public safety militia of the Department of Internal Affairs of Tomsk Oblast.
B. Maltsev asked the representative of the Department of Internal Affairs to answer the main question – whether, in his opinion, these laws are necessary?
- “Certainly,” replied E. Komarov “their implementation positively affects operative conditions in Tomsk Oblast”.
The deputies voted to increase the award for laureates of the Premium of the State Duma of Tomsk Oblast by 2 times. From now on, the following premium will be paid to the winners of the competition: young talents – 10 thousand rubles, students – 20,0 thousand rubles, post-graduate students – 30,0 thousand rubles. Over the last 5 years, 1018 people have taken part in the competition for young scientists, students and pupils – “Laureate of the Premium of the State Duma of Tomsk Oblast”.
