Born in the village Lastovtsy of Khmelnitsk Oblast in the Ukraine. In 1978 graduated from Tomsk State University, Economics Department. From 1971 to 1986 – a surveyor, an engineer of Production and Technical Department, a foreman, a senior foreman, a Deputy Chief of the Production Department, a Chief of the Production Department of Tomsk Career Board. Since 1991 has been running the enterprise Career Management Department.
