Date and place of birth: July 5, 1954, Tolochin, Vitebsk Oblast, Republic of Belarus.
Education: In 1977 he graduated Tomsk Engineering and Construction Institute, qualification: mechanical engineer, with a specialization in Construction and Road Machines and Equipment,
In 1994, Tomsk State University, qualification: specialist in public and municipal governance, with a specialization in Public and Municipal Governance.
Since his graduation Tomsk Engineering and Construction Institute, he has worked as the chief mechanical engineer in Construction Department No. 23 of the Tomlestroy enterprise complex. In 1982 he was appointed head of the Kolpashevsky Motor Transport Enterprise of Tomskavtotrans.
1990–1993 – Chairperson of the Kolpashevsky City Council of People's Deputies, 1993 – appointed Head of the Administration of Kolpashevsky district.
In 1996–2003 – General Director of Avtotransportnik LLC.
Deputy of the 2nd, 3rd, 4th and 5th Convocations of State (Legislative) Duma of Tomsk Oblast.
From 2003 until present – Deputy Chairperson of the Legislative Duma of Tomsk Oblast, Chairperson of the Committee on Budget and Finance.
Public and political work: Member of the All-Russian Political Party UNITED RUSSIA.
